Description
The National Weather Service's National Reconditioning Center is seeking a contractor to repair and recondition 95 Automated Surface Observing System CPU boards, AAI part number 62828-47006-30, ASN S100-2A1A2A1, to like-new operating condition and appearance. Work includes supplying labor, parts, materials, inspection, and test equipment; cleaning, repairing, and reconditioning each board; verifying or loading firmware version V2.00 on EPROMs J29 and J30; performing circuit-board repairs in accordance with DOD-STD-2000 or a commercial equivalent; and developing test procedures. Each unit must pass factory acceptance and NRC inspection, including operational testing in a representative ASOS system. Units failing acceptance must be reworked at no additional cost. The contractor must provide a one-year warranty beginning upon final NRC acceptance, a repair report for each serial-numbered board documenting repairs, reconditioning, inspection, test results, and failure analysis, and protective packaging suitable for transportation by ship, rail, truck, and aircraft. The quote must include firm-fixed pricing, return shipping, delivery terms, company and registration information, up to three relevant past-performance references from the past three years, a technical approach addressing the evaluation factors, the completed FAR 52.222-48 certification if applicable, and the organizational-conflict-of-interest warrant and disclosure.
