Description
The Massachusetts Bay Transportation Authority is seeking a qualified and experienced Fuel Hedge Advisor to support its fuel hedging program. Required services include ongoing fuel and energy market monitoring, market analysis and insights, hedge strategy recommendations, risk management, pricing, authorized hedge transaction execution or facilitation, transaction confirmations, post-execution contract support, monthly settlement verification, reporting, and strategic consultation. The advisor must have at least 10 years of demonstrated fuel and/or energy commodity hedging experience and support an existing program covering approximately 10.5 million gallons of annual fuel hedge volume. The initial contract term is three years, with up to two additional one-year renewal periods at the MBTA's option. Responses must include separate technical and price submissions, including the bid cover letter, power of attorney, pre-award bidder evaluation data, technical response, small business program attestation, proof of insurance, pricing response, and signed standard terms and conditions. The technical response requires four sections addressing experience and qualifications; hedging approach and transaction execution; market monitoring, analysis, and risk management; and reporting, program administration, and responsiveness.
