Description
The Town of Shepherdstown is seeking Statements of Qualifications from consultants or firms to provide project coordination and technical expertise for planning the purchase and future use or redevelopment of the former Shepherdstown Elementary School property. The scope includes project management; review and synthesis of condition, environmental, appraisal, asbestos, structural, title, and other due-diligence findings; ownership and management framework analysis; comparable-project research; municipal financing analysis; and development of preliminary and final candidate uses based on technical findings and prioritized community values. The consultant will design and facilitate community and stakeholder engagement, prepare public-facing communications, develop scoring frameworks and decision memoranda for Town Council consideration, and, if needed, assist with identifying and selecting a private development partner. The engagement is anticipated to last up to six months beginning in early November 2026, with possible development-partner activities extending into spring 2027. Respondents must submit a Statement of Qualifications of no more than 15 pages, excluding resumes and appendices, addressing relevant experience, proposed personnel, at least three reference projects, professional liability insurance or the ability to obtain it, and conflicts of interest.
