Description
The agencies seek a qualified investment advisory firm to provide nondiscretionary assets-under-management services for government fixed-income portfolios. The scope includes investment strategy recommendations, active portfolio management, trade execution upon authorization, market outlook and credit analysis, benchmark recommendations, regulatory and ratings updates, and advice concerning reserves, duration, yield curves, corporate securities, and cash-flow requirements. The selected firm must also provide real-time, monthly, quarterly, and annual reporting; accounting and compliance support; trade and account reconciliations; back-office administration; systems management; compliance with California law, investment policies, and bond indentures; investment-policy support; training; and presentations to agency staff, committees, and boards. Minimum qualifications include SEC registration, California authorization, at least 15 years in existence, at least 10 years managing fixed-income assets for public entities, more than $500 million in managed fixed-income portfolios, at least $5 billion in assets under management, and a portfolio strategist with at least 10 years of public-entity investment-management experience.
