Description
The U.S. Air Force is soliciting a firm-fixed-price, five-year blanket purchase agreement for base-wide snow and ice removal at Hill Air Force Base. The contractor must provide all management, labor, transportation, supervision, equipment, and materials; maintain safe and accessible conditions for personnel, vehicles, aircraft, host units, and tenant units; and support uninterrupted operations. The scope includes 24/7 on-call coverage during snow conditions, response to Building 916 within one hour, a functional front-end loader with a minimum 3–4-yard bucket and 12-foot push blade, a dump truck capable of hauling snow, backup equipment within two hours of equipment failure, snow loading and relocation as directed, and annual equipment readiness and storage. The contractor must comply with applicable safety, OSHA, Service Contract Act wage, base-access, and mission-essential service requirements. The government will use a lowest-price technically acceptable evaluation, with technical proposals required to meet all PWS minimums.
