Description
The University of Victoria is replacing its existing Applicant Tracking System with a software-as-a-service solution supporting decentralized recruitment, job postings, applications, approval workflows, candidate evaluation, offer letters, onboarding, reporting, role-based permissions, and integrations with Ellucian Banner. The solution must support more than 450 hiring managers, approximately 600 competitions annually, and the university's privacy, security, accessibility, and data-protection requirements. Vendors must provide implementation, ongoing support, and maintenance; implementation is required by March 2028, and Canadian or EU data residency is preferred. Proposals must address the non-price criteria, complete the required ATS functionality and workflow checklists, provide pricing for implementation and ongoing licensing, and describe the implementation approach, integrations, training, support, privacy and security controls, accessibility, audit logging, and AI capabilities. The disclosed annual solution budget is $75,000 to $150,000, excluding one-time implementation costs. The contract term is five years from go-live, with an option for up to two additional years.
