Description
Bellaire Public Library is requesting firm-fixed-price quotations for Category 1 internet access and data transmission services. The requested solution must provide a minimum of 750 Mbps, with the Form 470 service request listing a capacity range of 100 Mbps to 2 Gbps. The scope includes domain name registration, at least one static IP address, a 99.97% uptime guarantee if available, 24/7 service with a maximum four-hour response time, and installation and initial configuration. Respondents must itemize all components, including provider-owned equipment placed at the library, web-based access to statistical analyses, and end-to-end maintenance for equipment used to deliver the services. Non-eligible products and services must be quoted separately. Bidders must have an E-rate SPIN, provide proof of workers' compensation insurance, and provide proof of a $2 million liability insurance umbrella upon award. Proposals will be evaluated primarily on price, along with experience, understanding of needs, personnel qualifications, completeness, and capability to complete implementation and service within the required timeframe. Multi-year contracts may be considered, and performance is contingent on Universal Service Fund approval.
