Description
The Department of Veterans Affairs is soliciting firm-fixed-price services for two 2011 Ford F-550 diesel Medical Mobile Units supporting VA clinics in St. Thomas and St. Croix, U.S. Virgin Islands. The contractor must provide preventive maintenance, cleaning, fueling, inspections, maintenance records, qualified heavy-vehicle drivers, and transportation of the units between National Guard facilities, clinics, outreach locations, special activities, and emergency events. Preventive-maintenance pricing must include required diesel refills, cleaning, monthly vehicle operation, oil changes, tire inspections and replacement when required, coolant and fluid checks, DEF/urea inspections, generator-fluid checks, and safety-equipment inspections. Emergency movement requests require sufficient readiness to coordinate personnel and resources, including hurricane, earthquake, and other emergency deployments. The MMUs are stored at U.S. Virgin Islands National Guard facilities and assigned to clinics on St. Thomas and St. Croix. Deployment quantities are estimates, and each deployment includes vehicle preparation, transportation to the activity, mission support, and return to the designated storage location. The contractor must provide drivers with Category 8 or heavy-vehicle endorsements and comply with applicable federal, territorial, and local licensing, insurance, labor, and transportation requirements. Quotes must include technical, past-performance, price, licensing, safety, tools-and-supplies, representations, and required solicitation-form submissions, with two relevant past-performance examples from the previous five years.
