The City of Poughkeepsie is soliciting proposals from qualified Professional Engineering Consultants to conduct a comprehensive, phased Stormwater Utility Feasibility Study. The study will evaluate the city's need for and ability to create a fee-based Stormwater Utility, propose a program structure, establish a rate structure, and provide technical assistance for implementation. The consultant will also assist with public education and outreach. The city has approximately 31,000 residents, 4 square miles of land, 6 miles of natural waterways, and extensive stormwater infrastructure including 97 outfalls, 70 miles of roadways, 1,279 catch basins, 1,089 manholes, and 45 miles of piping. The study must ensure compliance with environmental laws and be structured so each phase provides useful deliverables.
