Description
The State of Utah is soliciting a contractor to abate the Wattis Coal Mine Fire 2 in Carbon County. The work includes sealing five mine openings, eleven subsidence openings, fifteen exhaust vents and air intakes, and twenty-seven open cracks using high-expansion, two-component polyurea silicate foam. Related work includes vegetation clearing and grubbing, limited excavation and recontouring, shallow drilling, borehole casing, foam injection, mobilization and demobilization, helicopter support, and use of a walking spider excavator. The project involves hazardous abandoned-mine conditions, including toxic gases, elevated temperatures, unstable ground, steep terrain, and limited access. Contractors must provide a Utah E100 contractor's license, qualified mine-safety personnel, active mine-fire experience, a technical response addressing experience, foam injection, drilling methods, key personnel, supplied-air work, and health and safety, along with separate cost submissions. The contract is for 30 calendar days after the Notice to Proceed and must be completed no later than July 31, 2027. A mandatory in-person site visit is required before bidding.
