Description
The City of Chula Vista is seeking professional support to rebuild and operate its Drone as First Responder program. The scope includes NDAA-compliant autonomous docking systems and DFR aircraft, backup and tactical/patrol UAS fleets, installation and configuration, airspace-awareness and 3D radar systems, data fusion, counter-UAS detection and mitigation, and telepresence software with centralized fleet control, live video, mapping, CAD/ALPR/Live911 and Axon Fusus integrations, evidence management, mobile distribution, mission reporting, and analytics. The contractor must provide implementation, training, maintenance, technical support, connectivity, and related managed services. Proposals must address the stated regulatory, cybersecurity, data ownership, CJIS, FAA, BVLOS, public-records, US-based storage, and NDAA-compliance requirements. Pricing must be submitted using Attachment A, including five-year total-cost-of-ownership pricing and hourly rates. The proposal must include organizational experience, capabilities, references, personnel information, methodology, ethics, exceptions, and privacy/security compliance information.
