Description
The Defense Logistics Agency Family and Morale, Welfare, and Recreation program is soliciting a concessionaire to provide all labor, management, equipment, materials, supplies, and transportation necessary to operate two cafeterias, catering operations, and a mobile food truck. Services include weekday breakfast and lunch, made-to-order and prepared food offerings, beverages, catering, menu development, customer service, sanitation, inventory management, cash and point-of-sale operations, cleaning, waste management, preventive maintenance, and compliance with military-installation food-safety and security requirements. The contractor will serve approximately 1,200 personnel and must provide on-site management, qualified and ServSafe-certified supervisors, trained staff, and a comprehensive operating plan, HACCP food-safety plan, sanitation program, and contingency procedures. This is a revenue-generating concessionaire contract rather than a funded service contract. The contractor must pay the Nonappropriated Fund Instrumentality the greater of a proposed monthly concession fee or a percentage of gross sales, and the NAFI will not pay for the services. The solicitation requires separate electronic or hard-copy proposal volumes covering the proposed fee, financial capability, business and operating plans, relevant experience, past-performance references, management qualifications, menu concept, customer experience, internal controls, and facility-use drawings. Required insurance includes workers' compensation, automobile liability, automobile property damage, and $5,000,000 per-occurrence general liability and products liability coverage.
