Correctional Service Canada requires services at Edmonton Institution to replace four failed underwater isolation valves serving a three-cell chlorinated water cistern: two 133,000-gallon storage cells and one 58,500-gallon pumping chamber. The contractor must install two 6-inch valves, one 12-inch valve, and one 16-inch valve, including associated extension rods, bolts, piping, flanges, and other hardware; clean and disinfect the storage cells; wet-clean the pumping chamber; verify valve operation; and return the system to service while it remains operational. The work must be performed by qualified commercial divers and completed within two weeks during normal business hours, in accordance with applicable AWWA, CSA, provincial, and other relevant standards. Mandatory qualifications include compliance with CSA Z275.2 and CSA Z275.4, at least five years of diving and underwater mechanical experience, two underwater mechanical projects completed within the last five years, and confined-space-entry certification for the contractor or subcontractor. The contractor must also provide technical, financial, and certification sections, document deficiencies and recommendations with photographs and video, and provide electronic media or other electronic delivery of the documentation. New components must meet NSF/ANSI/CAN 61 and NSF/ANSI/CAN 372 requirements.
