Description

The Smithsonian Institution is soliciting technical, pricing, and small-business subcontracting proposals for construction of Phase 2 of the Arabian Leopard Facility: the Habitats and Animal Care Building at the National Zoological Park. The firm-fixed-price scope includes all supervision, labor, materials, equipment, sitework, structural and building systems, animal containment fencing and mesh, specialty animal doors and transfer chutes, radiant flooring, shotcrete faux rock and faux trees, BIM coordination, LEED-related documentation, quality control, scheduling, and coordination within an occupied historic zoo campus containing animals and public operations. Work must address sound and vibration mitigation, animal-welfare restrictions, visitor and staff access, specialty trade coordination, and long-lead procurement. Only Grunley, Consigli, and The Whiting-Turner Contracting Company were prequalified for this step and may submit offers. Proposals must include separate PDF files for the Technical Proposal, Pricing Proposal, and Small Business Subcontracting Plan, uploaded through the specified Dropbox request link. The estimated project price exceeds $10 million; the first fiscal-year funding increment is identified as $4 million, with additional funding contingent on availability. The base contract period is 578 calendar days from the Notice to Proceed, and performance and payment bonds at 100 percent of the contract price, as well as required insurance, are required after award and before mobilization.
