Description

The County of San Diego Probation Department seeks a contractor to design, deliver, implement, and maintain an artificial intelligence-enabled report-writing solution. The system must ingest and process police reports, discovery materials, case notes, transcripts, criminal histories, and other structured or unstructured content, including PDFs, DOCX files, images, and audio or video when provided. Required capabilities include automated drafting of court-report sections within one business day, extraction and summarization, OCR and transcription where applicable, grammar and clarity review, legal-compliance and formatting checks, PII detection and redaction, bias-flagging support, customizable legal-writing styles, and County-approved templates. The solution must preserve County staff decision authority through mandatory human-in-the-loop review, editing, annotation, supervisory routing, approval workflows, version control, due-date reminders, traceability, and audit trails. The contractor must provide implementation, workflow discovery, configuration, integrations, testing, phased rollout or pilot support, user and administrator training, documentation, ongoing support, monitoring, patches, updates, reporting, and continuous improvement. The system must support approximately 600–700 or more reports per month and comply with extensive County security, privacy, accessibility, AI governance, CJIS/CLETS, encryption, U.S. data-residency, incident-response, auditability, data-retention, and model-transparency requirements. County data may not be used for model training or improvement without explicit written approval. Addendum 1 removes the prior mandatory live-deployment requirement and live demonstration requirement, permits reliance on a named subcontractor or implementation partner under specified conditions, changes the initial contract term to 12 months with four one-year options, and adds seven report-template attachments for consolidation, drug court, local prison, PSI, and reentry court workflows.
