The Baltimore Development Corporation, on behalf of the Mayor of Baltimore, is soliciting proposals from qualified developers or interested parties to purchase and redevelop approximately 5.643 acres of City-owned property at 2840–2842 Sisson Street in Baltimore's Remington neighborhood. The proposed redevelopment should transform the current public drop-off center site into a catalytic, community-centered mixed-use project aligned with the Remington Neighborhood Plan and Sisson Street Task Force recommendations. Proposals should address mixed-income housing, including affordable units; neighborhood-serving retail and small-business incubation; public open space; Jones Falls waterfront activation; trail and greenway connections; environmental restoration, stormwater management, and floodplain constraints; local hiring; MBE/WBE participation; anti-displacement measures; community engagement; project feasibility; financing; ownership structure; and a phased development timeline. Respondents must acknowledge that site closure and physical redevelopment are contingent on seven Department of Public Works conditions, with the City anticipating that those conditions may take approximately three to six years to satisfy. Required proposal content includes a project narrative, community engagement documentation and plan, equity and inclusion plan, ownership structure, purchase price and terms, conceptual plans, feasibility statement, financial documentation, team experience, and zero-waste and environmental commitments.
