Description
Richland School District No. 400 is soliciting proposals for E-Rate-eligible wide area network transport services, including leased dark fiber and fully managed leased lit fiber. The scope includes 14 dark-fiber strands and eight lit-fiber connections with capacities from 10 Gbps to 25 Gbps, connecting district facilities through proposed ring, hub-and-spoke, or other resilient network designs. Services may include special construction, installation, electronics, maintenance, testing, pathway and fiber construction, permits, restoration, and as-built documentation. Proposals must include network diagrams, detailed fiber pathway maps, service-level commitments, implementation timelines, and a sample contract. The district may make a full or partial award. The proposal package must include the required technical and service descriptions, SLA, timeline, demarcation details, network diagram and fiber pathway map, sample contract, three recent customer references, Cost Proposal Form (Attachment A), Special Construction Worksheet when applicable (Attachment B), Proposer Information and Certification Sheet (Attachment C), Responsibility Inquiry (Attachment D), and Certified Disadvantaged Business Task Plan when applicable (Attachment E). The proposal is limited to 75 pages, with the proposal and coversheet combined not exceeding 50 MB, and must be submitted through the designated electronic portal in PDF, DOCX, and/or XLSX format. The contract is expected to include a five-year term with five optional one-year voluntary extensions.
