Description
The City seeks an individual or firm to provide on-call parking consulting services as needed. Potential work includes parking enforcement program and contract reviews; violation and capture-rate studies; route and beat optimization; parking occupancy studies and residential surveys; on-street meter utilization, revenue, and rate analyses; off-street parking facility analyses; curb-space and curb-management analyses; and legislative and policy analyses. The City’s parking program includes on-street meters and permits, off-street facilities, enforcement, preferential parking districts, valet and rideshare zones, and regulated curb space. Proposers must demonstrate at least three years of continuous relevant service and submit organizational and team qualifications, at least four relevant professional references, hourly rates, disclosures concerning contract terminations and pending litigation, any proposed subcontracting, and the completed Form A addressing exceptions. The agreement is for an initial five-year term with one two-year extension. The sample agreement specifies insurance requirements, including general liability, automobile liability, professional liability, and workers’ compensation coverage.
