Description
The U.S. Embassy in Islamabad requires two Urdu language instructors, two English language instructors, and a quality control manager, as applicable, to provide survival through advanced instruction for staff interacting with Urdu-speaking members of the public and English-speaking colleagues. Services include speaking, listening, reading, and writing instruction; specialized courses; training materials; guided study and coaching; individualized training plans; testing; student counseling; progress documentation; reporting; and maintenance of a centralized resource platform. Classes may be delivered in person or virtually with Embassy approval, although instructors must be present on the compound during specified weekday hours. The contractor must provide online-instruction equipment, English-language training materials, qualified instructors with bachelor's degrees in the language taught and at least three years of adult foreign-language teaching experience, and required personnel continuity and security-clearance support. The contract is firm-fixed-price, with a one-year base period and four one-year option periods. Award is conditioned on successful contractor and personnel vetting, and proposed subcontractor personnel may also be subject to vetting. The solicitation requires a completed SF-1449 and Section 1, Section 5 representations and certifications, technical capability and staffing information, established-business and SAM-registration evidence, relevant past-performance information and references, resource-capacity evidence, licensing information, a strategic plan for language instruction services, instructor qualification evidence, a staffing and continuity plan, and a complete cost proposal. Instructors must sign an Embassy-approved nondisclosure agreement before beginning work.
