Description
St. Johns County is soliciting proposals from qualified consultants to provide state governmental relations and lobbying services. The consultant will represent the County before the Florida Legislature, the Governor's Office, Cabinet agencies, and other state agencies; develop and implement advocacy strategies; monitor legislative, regulatory, budgetary, and policy developments; assist with state funding and appropriations requests for capital improvement projects; coordinate with County staff and stakeholders; and provide timely alerts, reports, memoranda, briefing materials, and recommendations. Proposals must describe relevant experience within the past three years, team qualifications and key personnel, proposed subcontractors, approach and methodology, conflict-management procedures, work plan, and a firm fixed monthly retainer. The proposal may not exceed 40 pages, excluding County-issued attachments, the table of contents, addenda, and section separators. The initial contract term is one year, effective upon execution by all parties. Required submission materials include the County's cover page and Attachments A through J as applicable, including pricing, subcontractor information, affidavits, conflict-of-interest disclosure, claims and litigation history, insurance proof, and acknowledgment of addenda.
