Description
The City of Columbus, Columbus Water and Power, is soliciting construction bids for the Blueprint Milford/Summit Area Integrated Solutions and Milford Summit Lead Service Line project. The work includes installation of rain gardens and green infrastructure facilities, storm sewer and underdrain work, excavation and grading, bioretention soils and aggregates, retaining and masonry walls, tree and vegetation protection, restoration, project identification signs, traffic maintenance, and replacement of lead or galvanized private water service lines with copper. Meter relocations and exterior meter box installations, temporary service connections, plumbing work where required, testing, flushing, documentation, and site restoration are also included. The project includes a 5.4% disadvantaged business enterprise subcontractor goal for the loan-funded work, along with federal and state funding requirements such as Davis-Bacon wage rates, American Iron and Steel, Build America, Buy America, and related environmental and DBE documentation. Addendum 1 revises quantities and bid items, including bioretention control structures, street-lighting relocations, allowance amounts, and contingency manholes; bidders must acknowledge the addendum through Bid Express. Bidders must be City-prequalified where applicable, hold or identify an active water or sewer contractor tapper license for the applicable work, submit a bid bond equal to at least 10% of the total bid, and provide the required electronic bid forms and certifications. The contract is estimated to exceed $500,000 but not exceed $2,000,000; substantial completion is required within 300 calendar days after the Notice to Proceed, with final completion within 365 calendar days.
