Description
The United Nations Development Programme seeks a national expert to conduct a comprehensive technical assessment of the Water Monitoring Laboratory of the Regional Water Resources Office in Mykolaiv Oblast. The consultant will review the laboratory’s equipment inventory and proposed equipment needs; conduct at least one on-site assessment; evaluate equipment condition, compliance, serviceability, and analytical capacity; and identify gaps against DSTU EN ISO/IEC 17025:2019 and Ukraine’s State Water Monitoring Programme. The assignment includes technical validation and prioritization of equipment for spectrometric, chromatographic, physico-chemical, and petroleum-product analysis; recommendations concerning priority pollutants, installation, staff training, accreditation, and procurement specifications; and five deliverables over up to 12 weeks. The consultant must provide an inception note, field assessment report, technical assessment report, prioritized procurement plan, and final report, with reports primarily in Ukrainian and executive summaries in English. The proposal requires a signed interest-and-availability letter with financial breakdown, CV, evidence of professional experience, at least two recommendation letters, and specified engagement and relative-employment forms.
