Description
The Ministry of Education Transformation seeks a qualified vendor to digitize approximately 9,580 physical human resources files held across 306 filing-cabinet drawers. The scope includes controlled retrieval and preparation of records; scanning at a minimum of 300 DPI; OCR processing for typed and handwritten content; quality-control checks for clarity, orientation, completeness, OCR accuracy, and metadata; indexing; and uploading searchable files to the Ministry’s SharePoint document-management system. The contractor must provide the scanning, software, and related computer equipment needed for the work, maintain confidentiality and chain of custody, perform all work on-site during standard Ministry working hours, and return physical files to their designated locations. Required deliverables include an inception report and work plan, staged completion of 25%, 50%, 75%, and 100% of the files, fortnightly progress reports, and a final report with indexing, upload, quality-control, and exception records. The proposed team must include a project manager, SharePoint specialist, quality-control and indexing supervisor, and physical-records logistics lead; the project is expected to be completed by December 2027.
