Description
Volusia County is seeking a contractor to provide trained personnel for three service lines at the Ocean Center: event staffing, entry/checkpoint security, and in-event security. Event staffing includes ticket-taking, ushering, guest assistance, traffic control, dock monitoring, line management, and patron services. Entry security includes magnetometer and hand-wand screening, bag inspections, access control, and queue management. In-event security includes crowd management, de-escalation, incident response, backstage and performer protection, and limited physical intervention when legally authorized and necessary. The contractor must provide appropriately licensed and trained personnel, supervisors, uniforms, identification, radios, gloves, training programs, personnel manuals, event rosters, incident and operations reports, and staffing coverage responsive to event requirements. The proposal must address qualifications and training, experience at three arenas or convention centers within the last three years, a project-specific approach, and hourly pricing for staff and supervisory roles. The resulting agreement is for an initial three-year term with two optional one-year renewals.
