The Defense Logistics Agency (DLA) has issued a Broad Agency Announcement (BAA) for the Subsistence Network (SUBNET) Research and Development Program. This BAA seeks proposals for R&D projects addressing challenges in subsistence logistics for contested environments, with a focus on Class I (Subsistence Supply Chain) support. The program is built on three pillars: Agile & Predictive Acquisition, Smart Packaging & Strategic Pre-Positioning, and Autonomous & Resilient Distribution. Areas of interest include combat rations, food equipment, field feeding solutions, food footprint/circular economy, food innovations, food safety and defense, garrison feeding, nutrition and health, storage and packaging solutions, surge and sustainment support, water security, subsistence supplies condition monitoring during shipments, smart packaging technologies, sustainable food production, autonomous supply chain logistics, additive manufacturing for food, AI-driven supply chain optimization, robotics and automation, and circular economy concepts. The BAA is open for five years with a total government investment ceiling of $35 million for fiscal years 2026-2030. Awards are typically six to 36 months in duration. The program involves two stages: a feasibility study (Stage I, up to 12 months) and prototype or conceptual solution development (Stage II, up to 24 months). Offerors must first submit a white paper, and if invited, a full technical and cost proposal.
