Gloucester County Improvement Authority is soliciting qualifications and proposals from qualified individuals or firms to provide architectural services on an as-needed basis for GCIA projects assigned by the Executive Director. Services include schematic design and cost estimates; preparation of construction plans, specifications, permit documents, and bidding packages; pre-bid conferences, addenda, bid-opening participation, bidder review, and award recommendations; construction administration; and project closeout. Construction administration duties include pre-construction and bi-weekly project meetings, site visits, shop-drawing and payment-request review, responses to requests for information and change orders, change-order issuance after budget review and approval, punch-list and substantial-completion review, warranty and maintenance-manual review, assistance with local approvals, and confirmation of staff training and as-built documentation. Proposers must submit hourly billing rates only; no retainer or travel reimbursement will be provided. The contract term is one year, from March 1, 2026, through February 28, 2027.
