Description
The State of Utah is seeking statements of qualifications for a comprehensive, secure, victim-centered Automated Victim Notification system. The platform must provide near-real-time, trauma-informed notifications regarding offender status and criminal justice events through configurable channels such as text, email, phone, mobile application, secure portal, website, and a toll-free statewide number. Required capabilities include victim-controlled notification preferences, blackout dates, quick exit functionality, multilingual translation with at least 98% accuracy, proxy registration, child-to-adult account transitions, centralized victim impact statements, advocate tracking tools, dashboards, and secure victim verification. The system must integrate with jail and correctional management, offender management, court management, and Board of Pardons and Parole systems, including UtahID single sign-on and multifactor authentication. The contractor must provide strong privacy and security controls, State data ownership, GovRAMP and CJIS compliance, safeguards against vulnerable-information release, breach notification and remediation protocols, United States-based data handling, detailed implementation and conversion timelines, service-level agreements, system maintenance, and 24/7 call-center support. The contract length is stated as 10 years, and pricing must not be included with the qualifications submission; compensation will be negotiated with the highest-ranked vendor.
