Description
The Regional District of Okanagan-Similkameen is seeking a qualified service provider to deliver comprehensive animal control and dog control services throughout participating Electoral Areas. The scope includes responding to complaints; investigating and enforcing animal-control bylaws; handling dangerous-dog and other public-safety incidents; providing after-hours emergency response; capturing, transporting, impounding, kenneling, and caring for animals; administering dog licensing; maintaining records; and preparing monthly, annual, and ad hoc reports. The contractor must provide the personnel, vehicles, equipment, facilities, technology, kenneling arrangements, and operational resources necessary to perform the work, as well as community education, outreach, and coordination with law enforcement, emergency services, veterinarians, shelters, and other stakeholders. Proposals must include a covering letter, respondent team information and resumes, an implementation schedule, methodology and approach, experience and references, exceptions to the contract, and pricing. The agreement will begin January 1, 2027, run for three years, and include two optional one-year extensions at the Regional District's discretion. Pricing must be provided as a fixed annual lump sum, with optional-year pricing subject to negotiation.
