Fort Bend County seeks qualifications from professional firms to provide on-call architectural, engineering, and Environmental Review Record services for federally funded residential projects. The scope includes project scoping and feasibility studies; architectural and multidisciplinary engineering design through construction documents; site assessments and environmental analyses; preparation of HUD-compliant environmental review records; permitting and regulatory compliance; and procurement and construction oversight, including inspections, quality control, and project closeout. Environmental work may include Phase I and II environmental site assessments, wetland delineations, biological assessments, and archaeological surveys. The County may select up to five firms for a master services agreement, with assignments made as needed at the County’s discretion. Respondents must submit a qualifications package addressing the scope, firm and staff experience, financial stability, and overall completeness. The package must include at least three similar projects completed within the last five years, an organizational chart, key personnel resumes and biographies, and responses to the financial-stability questions. The response is limited to 50 pages and must use a font no smaller than 12 point. Current insurance documentation is required with the response; specified coverage includes workers’ compensation, employers’ liability, commercial general liability, automobile liability, and professional liability.
