The Institut national de santé publique du Québec, through its Laboratoire de santé publique du Québec, intends to award a 12-month contract for proficiency-testing services supporting the 2027 hematology-cytology subsection of its provincial external quality assessment program. The requirement includes distributing testing materials to participating laboratories, analyzing submitted results, producing individual and summary performance reports, securely hosting results and reports online, and sharing performance data with the program team. The provider must offer ISO/IEC 17043-accredited programs covering all eight prioritized analyses: manual body-fluid counts; manual counts and differentials with cytospin; automated counts for non-blood biological fluids; automated complete blood counts or hemoglobin/hematocrit/platelet testing; manual differentials; red-cell and platelet evaluation by orientation smear; automated sedimentation; and automated reticulocyte testing. The notice is an advance contract award notice rather than a competitive solicitation and identifies Somagen Diagnostics Inc., distributing the American Proficiency Institute in Canada, as the intended provider; other firms may respond by demonstrating that they meet all stated requirements.
