This Notice of Funding Opportunity (NOFO) aims to strengthen partnerships and advance a nationally integrated animal food safety system by supporting state animal food regulatory programs in achieving and maintaining full implementation of the Animal Food Regulatory Program Standards (AFRPS). The initiative seeks to develop and standardize processes for mutual reliance between federal and state regulatory work, ultimately enhancing food safety and protecting public health. Eligibility is limited to State animal food safety programs that maintain an FDA inspectional contract in good standing and have a valid 20.88 agreement with the FDA. Applicants can apply under two tracks: AFRPS Development (for those with less than five years of funding or no prior funding, with a request limit of $300,000 per year) or AFRPS Maintenance (for those with five years of funding). An optional Mutual Reliance funding option is available for programs in full implementation. Funding levels are tiered based on jurisdictional work volume and costs. The expected number of awards is 7, with an award ceiling of $300,000 per year.
