Description
Howard County is seeking a qualified construction firm to build a new 71,476-square-foot Community & 50 Plus Center at the specified project site. The scope includes the main building and interior spaces, parking, outdoor amenities, utilities, grading, stormwater management, landscaping, mechanical, electrical, plumbing, technology infrastructure, gymnasium equipment, and related site improvements. The project duration is 610 calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day. Bids require a 5% bid bond or certified check, with the original certified check delivered before the deadline if that option is used, plus 100% payment and performance bonds. Required bid-response items include the Contractors Qualification Questionnaire, Capital IFB Required Forms, Environmentally Preferable Products form, Rainforest Protection Act form, Foreign Services Disclosure Form, and bid bond. Addendum 4 revised the bid opening to October 28, 2026, at 11:00 a.m. EDT and clarified numerous architectural, civil, structural, mechanical, plumbing, electrical, technology, equipment, and subcontracting requirements, including a 15% subcontracting goal for certified enterprises, for which MDOT certification is acceptable.
