Description
The Federal Bureau of Prisons is seeking a single provider for interconnected Residential Reentry Center services and home confinement services for male and female federal offenders. The contractor must operate an RRC with in-house beds, comprehensive community-based reentry programming, case management, employment assistance, resident supervision, food and medical support, transportation assistance, security and accountability procedures, records and reporting, and compliance with the March 2022 Residential Reentry Center Statement of Work. The base year includes a guaranteed minimum of 15 in-house beds and 13 home confinement placements, with estimated maximums of 30 beds and 25 placements. The contract is firm-fixed-price/indefinite-delivery, indefinite-quantity, with a one-year base period and four one-year option periods. The RRC must be within Harrisburg city limits, and home confinement placements must be within 120 miles of the RRC facility. The solicitation package includes the complete Statement of Work, including requirements for facility operations, staffing, training, inspections, electronic monitoring, drug and alcohol testing, resident programming, and home confinement administration.
