Description
The 36th Wing at Andersen Air Force Base is establishing a multiple-award Blanket Purchase Agreement for nonpersonal shuttle transportation services supporting personnel traveling among locations throughout Guam. Services may be required on short notice for deployments, exercises, contingency operations, and routine transportation. Contractors must provide personnel, vehicles, facilities, equipment, supervision, maintenance, roadside assistance, and related resources, including air-conditioned buses and multi-passenger vans seating approximately 7 to 57 passengers. Drivers must be properly licensed, and vehicles must be operational and compliant with applicable safety and transportation regulations. The BPA has a five-year ordering period beginning when the agreements are established, with pre-priced periods from September 1, 2026, through August 31, 2031. The overall BPA ceiling is $7,000,000, with calls ranging from $2,500 to $1,400,000. Offerors may quote only the vehicle categories available in their fleets, but the pricing workbook requires annual hourly rates for the categories they offer. The solicitation requires a complete quote, a completed Past Performance Fact Sheet, supporting past-performance documentation or applicable CPARS/Past Performance Questionnaires, and the provided pricing workbook. Only electronic submissions are accepted.
