Description
The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs is seeking a Senior Cybercrime Advisor for a personal services contract. The advisor will provide technical and strategic assistance to Nigerian law-enforcement, justice, and financial agencies on cybercrime, financial crime, cryptocurrency-related crime, cybersecurity, criminal justice information systems, data protection, investigative and prosecutorial capabilities, and related policies and procedures. The position also includes project planning and evaluation, stakeholder coordination, training and capacity-building, monitoring implementing partners, reporting, briefing senior officials, oversight of government-funded equipment and supplies, and supervision of one to three locally employed staff. The contract has a 12-month base period with four optional one-year extensions. Applicants must submit an SF-171, a resume, separate responses to three evaluation factors limited to 500 words per factor, and three professional references; the complete application may not exceed 20 pages, and one PDF attachment is highly recommended.
