Description
The United Nations Development Programme seeks an individual consultant to clarify the mandates, functional responsibilities, and accountabilities of the Ministry of the Interior and Local Government, Bangsamoro Planning and Development Authority, and Bangsamoro Women Commission. The consultant will review applicable legal, policy, planning, budgeting, organizational, and performance-management materials; identify unclear, overlapping, duplicated, fragmented, or unassigned functions; and conduct consultations, validation sessions, and targeted fieldwork as needed. The assignment will produce an institution-specific inception report, mandate and functional responsibility analysis, Mandate-to-PREXC Institutional Alignment Matrix, prioritized action matrix, final reports, supporting evidence register, and consultation materials. The work requires at least seven years of relevant public financial management, institutional assessment, organizational development, or public-sector governance experience, including work with Philippine government institutions. The fixed-price assignment comprises 70 person-days over five months and includes approved missions and participation in a joint final validation workshop.
