Guidance on Lapse in Appropriations for Department of State Contractors and Financial Assistance Community
Original Solicitation Links
Description
This document serves as guidance from the Department of State's Senior Procurement Executive to its contractor and financial assistance community concerning the lapse in appropriations that occurred on January 31, 2026. Due to the lapse, the Department's capacity to purchase supplies and services, issue grants, and provide oversight on existing contracts and grants is reduced. Consequently, some planned procurements and grants may be cancelled or postponed, and existing contracts and grants may be stopped, suspended, reduced in scope, or terminated. Payments may also be delayed. Contracting officers and grant officers will notify affected parties on or about January 31, 2026. Unless formal notification to the contrary is received from a contracting or grants officer, all contractors and grantees must continue to comply with the terms and conditions of their agreements. The Department will provide further notification once a Continuing Resolution or full-year appropriation is enacted, outlining the plan to resume activities.
