Powhatan County has received and accepted for conceptual review an unsolicited proposal from Benchmark Construction under the Virginia Public-Private Education Facilities and Infrastructure Act of 2002 and the County's implementation guidelines. The proposal concerns construction of the Carter Gallier Boulevard Extension. The County intends to evaluate the unsolicited proposal and may negotiate an interim or comprehensive agreement with the proposer. It will also accept and consider compliant competing proposals submitted under the PPEA and County guidelines.
