Description
The U.S. Army is soliciting an all-or-none, firm-fixed-price quotation from a facilities-based incumbent or competitive local exchange carrier certified by the State of Alabama to provide local exchange services. The scope includes installation and cutover of local voice services, POTS and CENTREX lines, PRI trunks, point-to-point T-1 and Ethernet circuits, 100-megabit and 10-gigabit Ethernet circuits, local access and transport services, inter/intra-LATA interconnection, number portability, operator and directory assistance, and emergency E911/311 access. The contractor must provide and install required transmission equipment and cabling, circuit testing and records, 24/7 outage reporting and restoration support, future service changes, maintenance, and diverse routing from two serving central offices over physically separate paths. The quotation must include the completed pricing spreadsheet, UEI, proof of Alabama carrier certification and facilities-based status, a detailed technical solution and network diagram covering every required circuit, and past-performance information for relevant local exchange services performed within the preceding three years. Third-party agents, brokers, and resellers that do not provide the required local exchange carrier relationship are not eligible.
