Description
The City of North Las Vegas Utility Department is seeking a customer portal and mobile workforce management solution. The customer portal must support account management, billing and payment processing, autopay and payment arrangements, service requests, notifications, conservation information, water-consumption history and analytics, leak and usage alerts, mobile and tablet access, accessibility compliance, multiple customer accounts and authorized users, customer communications, reporting, and secure staff administration. It must integrate with Advanced Utility Systems/CIS, Paymentus, Wells Fargo payment services, Sensus and Metron meter systems, and other utility systems through available APIs. Requirements include PCI compliance, data protection, United States data storage and support, multifactor authentication, backups, vulnerability testing, breach response, and high availability. The solution must also support service-order and field-operations functionality, including creation, dispatch, assignment, scheduling, routing, offline work, reassignment, status tracking, and visibility into related staff and service history. The vendor must complete the revised Customer Portal Requirements Workbook, provide proposal and pricing materials, qualifications and references, required signed and notarized exhibits, applicable licenses, conditional business certifications, and any applicable service-agreement exceptions. The project includes testing, training, project management, status reporting, and coordination with the City. The contract term is three years with five possible one-year extensions, and the City may award the full scope to one vendor or portions to multiple vendors.
