Description
The City of Los Angeles, through its Emergency Management Department and Mayor's Office of Public Safety, seeks a contractor to develop a Physical and Web-Based Alerting Feasibility Study. The work includes reviewing current alerting capabilities and recent incident performance; researching outdoor warning systems, permanent message signs, wireless and mobile alerting, and other resilient technologies; conducting a community survey; evaluating hazards, geography, infrastructure, major-event locations, evacuation areas, and implementation constraints; and recommending feasible technologies, deployment locations, unit quantities, installation costs, maintenance costs, and responsible implementing organizations. The contractor must provide research, interviews and fact-finding meetings, multilingual and accessible survey materials, presentations, draft and final study documents, revision tracking, stakeholder presentations, and closeout materials. The proposal is limited to 20 pages excluding mandatory exhibits and must include a project approach, qualifications, team organization, resumes, itemized budget, and references. The anticipated fixed-price budget is not to exceed $112,494, with an expected seven-month performance period beginning around contract execution.
