Description
The City of Bismarck seeks a qualified consultant to prepare a thorough historic context study of the downtown commercial core, including the existing Downtown Historic District and potentially relevant areas beyond its current boundaries. The study will document the area’s social and cultural history, built environment, architectural patterns, property types, development chronology, and relevant themes and periods of significance. It must follow applicable National Park Service guidance and Secretary of the Interior’s Standards, and support future National Register district amendments or nominations. The work includes research and analysis, maps and graphic materials, public collaboration, regular staff communications, at least one in-person initial community meeting and one later community meeting, and draft and final report reviews by the Historic Preservation Commission and State Historic Preservation Office. The proposal must describe the firm’s qualifications, relevant work products, geographic accessibility, project team, approach, timeline, itemized budget, public collaboration plan, insurance, conflicts of interest, and designated contact. Proposals are limited to 15 pages, excluding attachments or linked documents, which are limited to five pages. The fixed-fee contract may not exceed $27,500; final deliverables are due September 1, 2028.
