Description
The U.S. Embassy in Dili requires a qualified construction contractor to remove and replace existing interior floor tiles and associated baseboards throughout the Chief of Mission Residence. Bathroom floor and wall tiles are excluded. The work includes demolition and off-site debris disposal; subfloor inspection, patching, crack repair, and leveling; supply and installation of approximately 741 square meters of Roman Granit XTRA floor tile in the specified dConcreto Avorio pattern; installation of approximately 358 linear meters of granite baseboard with half-bullnose trim; grouting, sealing, cleaning, and finishing. The contractor must provide all labor, materials, tools, equipment, transportation, dust controls, steel scaffolding, safety measures, and an English-speaking on-site supervisor. Granite color samples must be submitted for COR approval. Work must comply with applicable local codes, ANSI A108 standards, TCNA guidelines, and industry best practices. The solicitation requires a firm-fixed-price proposal and a 120-calendar-day completion period after the Notice to Proceed. The updated solicitation extends bid acceptance through September 11, 2026, and adds clarification that bathroom tiles are excluded and a wall-skirt/baseboard attachment is included. Security access documentation, including worker and vehicle information, is required before site access; a written safety plan is due within three days after the Notice to Proceed.
