Description
The Minnehaha Creek Watershed District is requesting proposals from qualified interdisciplinary consultant teams for engineering and conceptual design services related to phosphorus loading from Six Mile Marsh and downstream Halsted Bay. The work will evaluate prior feasibility studies, current water-quality and hydrologic conditions, treatment technologies, regulatory and permitting considerations, residuals management, operational requirements, risks, and the overall feasibility of an off-line phosphorus treatment facility. The selected consultant will assess the treatment opportunity within the marsh, separately evaluate the site-specific opportunity at MCWD's approximately 5.5-acre property at 3940 Farmhill Circle, develop and compare facility alternatives, prepare an evaluation framework and matrix, refine phosphorus-removal and capital/lifecycle cost estimates, and produce conceptual site plans for viable alternatives. Deliverables include a management-strategy assessment, technical memorandum, evaluation framework and matrix, draft and final reports, conceptual layouts, and support for one Board or Committee meeting. The anticipated project budget is $60,000-$80,000, with compensation on an hourly basis subject to a not-to-exceed amount.
