Description
The San Diego Community College District is seeking a qualified implementation partner to implement Oracle Fusion Enterprise Resource Planning and Human Capital Management applications, replacing PeopleSoft Finance and PeopleSoft HCM/Payroll. The scope covers financial management, accounting, procurement, budgeting, projects and grants, human resources, payroll, workforce management, talent, recruiting, benefits administration, time and labor, employee self-service, analytics, reporting, artificial intelligence, and automation. The implementation must support approximately 5,500 employees and integrate with PeopleSoft Campus Solutions, Oracle Student Financial Aid, Oracle Enterprise Performance Management, Microsoft Entra ID, banking and payment systems, County of San Diego systems, CalSTRS, CalPERS, document management, and other third-party applications. The partner must perform requirements gathering, fit-gap analysis, configuration, data migration, integrations, testing, deployment, stabilization, knowledge transfer, training, and post-go-live support. The District requires comprehensive end-user training and permits remote or hybrid delivery, with on-site participation preferred for kickoff and selected testing, training, and change-management activities. Offshore technical resources are permitted with appropriate onshore supervision. The District expects Oracle best-practice adoption, parallel payroll testing, and support through applicable critical annual business cycles.
