Description
The Fleet Readiness Center, Aviation Support Equipment (FRCASE) is issuing this Request for Information (RFI) to gather industry insights on a potential shift from an unscheduled, condition-based maintenance model to a planned maintenance interval (PMI) model for the overhaul and maintenance, repair, and overhaul (MRO) of aviation support equipment (ASE). The government is exploring the impacts, benefits, and challenges of this transition, particularly concerning program costs, turnaround schedules, and equipment performance. Industry feedback is sought on cost impacts and predictability, including lifecycle and ownership costs, spare parts inventory, labor resource planning, and suitable contract pricing types. Additionally, the RFI inquires about schedule, capacity, and turnaround time implications, including predictability of delivery timelines, scheduling strategies, and integration with operational fleet deployment. Performance, reliability, and readiness impacts, such as effects on Mean Time Between Failures (MTBF) and Operational Availability (Ao), as well as overhaul quality and the incorporation of engineering changes, are also of interest. Finally, the government seeks information on transition and implementation challenges, including potential barriers, recommended phase-in strategies, and necessary data provisions. Specific technical questions are posed regarding the A/S32A-45 Mid Range Tow Tractor, the location of work, logistics and warranty responsibilities, and industry quality control standards (e.g., ISO).
