The U.S. Department of State's Bureau of African Affairs is soliciting applications for a cooperative agreement to support the implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa. The program aims to improve governance and regulation in the critical minerals sector in Burundi, the Democratic Republic of the Congo (DRC), Rwanda, and Uganda, with the goal of attracting American business and countering corrupt and unfair practices. The project will provide targeted technical and advisory support to host nation institutions and individuals involved in mining industries. Objectives include improving transparency and licit trade, promoting trusted information and communication infrastructure, enforcing licit finance, and promoting responsible investment exemplified by U.S. investors. The program should be market-based, private sector-led, and produce measurable results. The total available funding is approximately $14,490,000, with one award anticipated. The performance period is 48 months. Applications are due by September 9, 2026, at 11:59 PM ET.
