Description
Lehigh County Authority is soliciting online sealed bids for procurement and delivery of replacement equipment for Substations 2 and 4 at its Industrial Pretreatment Plant. The scope includes complete substation equipment assemblies with 15 kV-class metal-clad medium-voltage switchgear, liquid-filled step-down transformers, 600 V-class low-voltage arc-resistant drawout switchgear, flexible bus connections, circuit breakers, protective relays, power-quality metering, surge protective devices, control power transformers, automatic main-tie-main controls, and associated accessories. Equipment must be factory assembled, tested, UL listed or third-party certified as applicable, delivered to the site, and coordinated with a separately procured installation contractor. The successful bidder must provide shop and approval drawings, factory testing and certified reports, power-system studies including short-circuit, coordination, and arc-flash analyses, arc-flash labels, deviations, operation and maintenance materials, training, startup and technical support, and equipment warranties. The base bid includes standard delivery lead time, with separate alternate pricing for extended warranties and expedited delivery. Installation and demolition are excluded from this procurement contract, although delivery coordination, inspection, field support, and related technical services are included. Online sealed bids are due through PennBid by 11:00 a.m. prevailing time on October 28, 2026; bid security must equal 10 percent of the total bid.
