Description
The Department of Defense, through the Defense Health Agency, is seeking cooperative agreement proposals to support the DoD HIV/AIDS Prevention Program's (DHAPP) objective of saving lives, preventing HIV infections, and accelerating progress toward achieving HIV/AIDS epidemic control. This program works with foreign militaries to devise and implement evidence-based HIV programs, focusing on prevention, care, and treatment. Key areas of focus include strengthening military capacity for ownership, aligning with national and PEPFAR strategies, expanding testing and treatment to meet 90-90-90 and 95-95-95 goals, implementing "Treat All" approaches, reducing mother-to-child transmission, combination prevention, addressing stigma and discrimination, and strengthening data collection systems. The program also emphasizes transitioning to local partners and building sustainable local capacity. Proposals should align with the latest PEPFAR and UNAIDS strategies, including the 2022 PEPFAR Strategic Direction and the Global AIDS Strategy 2021-2026. Applicants are encouraged to consider specific country needs as outlined in Attachment 1 (Country Specific Narratives).
