Description
The New York State Office for People With Developmental Disabilities is seeking one independent Certified Public Accounting firm registered to practice in New York to perform an annual examination and certification of the agency's Consolidated Fiscal Report. The engagement must assess whether reported costs are reasonable, comply with GAAP, and follow the cost and cost-allocation principles in the Medicare Provider Reimbursement Manual, Publication 15, as well as applicable New York State CFR requirements and Medicaid waiver provisions. The contractor will perform compliance-examination and agreed-upon-procedure work, including reviewing source documentation, internal controls, mathematical accuracy, reconciliations, cost allocations, sampling, and supporting schedules; conducting representative district-office site visits; establishing and maintaining a secure information-sharing portal; and producing work plans, status and findings reports, draft and final management letters, and an independent accountant's report. The proposal requires administrative, technical, and cost components, including experience with New York State government, cost reporting, Medicaid service delivery systems, assigned CPA staff, audit methodology, sampling, quality assurance, and project tracking.
